Sibak Vincent Pham Earns the rank of Eagle Scout

Only about 4 per cent of all Boy Scouts earns the rank of Eagle Scout.
To earn the Eagle Scout rank, the highest advancement in Scouting, a Boy Scout must
fulfill requirements in the areas of leadership, service and outdoor skills.
Since the goals of Scouting-citizenship training, character development and personal
fitness are very important, Professor George and Sigung Patrice Lim are extremely
